What triggers the fine and sets its size Distinguish a survey finding from an order to dispose of the land. For ordinary noncultivation, the process can move from a duty to dispose to a disposal order, then a fine if the order is not followed without a justifiable reason. The calculation uses the higher of the appraised value and the value based on the officially assessed individual land price.
