Jeonse and Monthly Rent Security Trust ₩2 Billion Guide

If you are planning a move, October 2026 was the planned application month, not confirmation that applications opened. The August 20, 2026 announcement proposed starting with homes worth at most ₩2 billion, with no income or asset limits for applicants. Check HUG's application notice for actual dates. Amounts below are in Korean won.

How the deposit arrangement works

Jeonse is a Korean lease arrangement built around a large deposit. Under this voluntary program, the Korea Housing & Urban Guarantee Corporation (HUG) manages the deposit and returns it when the lease ends. The landlord receives an agreed monthly return. For you as a tenant, this identifies who must return the deposit; it is not a monthly cash subsidy.

Check monthly costs against moving cash

For you, the useful comparison has two parts: monthly expense and money needed upfront. In the announced example, borrowing ₩160 million toward a ₩200 million deposit at 3.97% annually produces approximately ₩529,333 in monthly interest, assuming unchanged principal. Against ₩740,000 monthly rent, the difference is approximately ₩210,667, leaving more room in the monthly budget before other costs.

Pair that comparison with the ₩40 million needed from personal funds. If the existing ₩10 million deposit was paid entirely from personal funds and is returned and reused, another ₩30 million is needed. Check the return date against the new payment date. Moving costs and brokerage fees are separate; the example's rate and 80% borrowing level are not guaranteed.

Separate personal and property requirements

You can apply without income or asset limits under the general guidance, but the home and deposit still require review. The ₩2 billion cap concerns market value, not the deposit. Loan requirements and the LH pilot supply requirements need separate checks.

What else can affect participation?

Can landlords apply before finding a tenant?

Yes. Landlords can apply independently and receive HUG's tenant recruitment support. The agreement sets when return payments begin.

Can a monthly rental lease with a deposit qualify?

Yes, subject to review of the amount calculated from the deposit and monthly rent. The deposit portion must be placed in full.

Can investment losses reduce the deposit?

HUG says it guarantees the full tenant deposit even if investments lose money. Check the agreement for return procedures and required documents.

Start with the application notice on the HUG Safe Jeonse Portal to confirm dates, documents and the application method.
